Bennett was quite clever in folding the laws of three and seven into his Systematics. They thus become particular examples of n-term systems, and he could justify use of them as three and seven term systems rather than as objective laws.
Your point is correct, but does that really change anything?
His n-term systems are in many cases dubious entities.
I might note that the 9-term system material, on the enneagram, is highly flawed, and puts the whole sheme at risk. The same could be said of dodecads.
