None of this is really a secret or earth shattering news to anybody who has studied the history of TB, but you can find more sober and credible historical accounts than that of the Tremondis. The Tibetans obviously took a lot of kapalika practices and reinterpreted them in a Mahayanist fashion (i.e. Tsongkhapa’s synthesis). I would suggest reading this book to study its historical development:
